On This Date in 1960: Dick Clark testifies before a Congressional committee on payola practices in the record industry. Though cleared by Congress, he is forced to divest himself of his record-label and music-publishing holdings.The Almanac Advises for April 21: "The best formula for your band to achieve chart success is to work very hard at your craft. That, plus becoming the best singers, musicians or songwriters you can be, may pay off with that Top 40 smash. Promoting your band on radio or TV also helps."
