this jerk is a total waste of space. I realize he has a substance abuse problem, however, as he has admitted this and keeps falling off the wagon, it makes him an idiot who cannot learn from his mistakes. It's only a mistake if you repeat the behavior. Otherwise it is a life lesson.

I agree, somebody that has 15 cats is a little over the top. You need to find homes for about 10 of those A.S.A.P.
I can see having a LICENSED cat shelter or doing foster care, but then they would be fixed and NOT allowed to roam free endangering wildlife and themselves.
