On This Date in 1991: 'Shiny Happy People,' by R.E.M., reaches its peak position of No. 10 on the Billboard Hot 100 Singles chart.The Almanac Advises for September 28: "Oily skin can be caused by hereditary, hormonal or environmental factors. The best treatment for a greasy, shiny face is a simple cleansing twice daily with a mild soap and warm water. However, overscrubbing may lead to an excess stimulation of oil glands."
