Mental health is the deal. This includes identifying the classic signs displayed by individuals, actual statements and actions which are a-typical of the normal individuals and other behavioral traits. This should start in schools and homes at as early age as practical. Other measures could include extremly violent games and movies that glorify deviant behavior. Bad people will always find a way to get wepons. Most gun laws only prevent responsible people from having guns to protect themselves from the others
